American Critical Mineral Independence Act of 2021
Purpose
To promote the domestic exploration, research, development, and processing of critical minerals to ensure the economic and national security of the United States, and for other purposes.
Summary of Selected Provisions
- Directs the Departments of Energy and Interior to issue grants that support research on ways to recover critical minerals from mine waste and metallurgical activities. Recommends Congress provide $15 million to DOE and $10 million to DOI annually over five years to implement the program
- Recommends DOI receive $10 million annually over ten years for grants on critical minerals R&D, of which at least 70% must support projects at mining schools
- Directs the National Science Foundation to award grants for research on critical mineral mapping, mining, and processing methods
