Learning Excellence and Good Examples from New Developers (LEGEND) Act of 2019
Purpose
A bill to require the National Oceanic and Atmospheric Administration to make certain operational models available to the public, and for other purposes.
Summary of Selected Provisions
- Directs the National Oceanic and Atmospheric Administration to make all of its “current and future operational models” available to the public, including the computer code and associated data
- The requirement applies to numerical models of “the Earth’s system or its components produced by scientists employed by NOAA” that are used for “operational or public service functions”
- Requires NOAA to “periodically review” model improvements proposed by external researchers for potential adoption
- Permits NOAA to withhold data or models used in operational weather forecasting if it is deemed necessary to protect national security interests
