A bill to require the Secretary of Commerce to award grants to States for the construction of microelectronics manufacturing and advanced research and development facilities, to authorize the Secretary of Defense and the Director of National Intelligence to fund the construction of microelectronics manufacturing facilities for national security needs, and to authorize additional amounts for microelectronics research and development, and for other purposes.
