Honest and Open New EPA Science Treatment (HONEST) Act of 2017
Purpose
A bill to prohibit the Environmental Protection Agency from proposing, finalizing, or disseminating regulations or assessments based upon science that is not transparent or reproducible.
Summary of Selected Provisions
- Stipulates that new Environmental Protection Agency regulations must be based on the “best available science”
- Stipulates that EPA regulations must be based on “scientific and technical information” that is “publicly available online in a manner that is sufficient for independent analysis and substantial reproduction of research results”
- Specifies that “scientific and technical information” comprises materials, data, protocols, computer codes and models, recorded factual materials, and descriptions of how such information can be accessed and used
- Stipulates that personally identifiable information, trade secrets, and other sensitive information should be redacted prior to research being made public
- Specifies that no standing regulations should be repealed, reissued, or modified as a result of the enactment of the bill
