Coordinated Ocean Observations and Research Act of 2019
Purpose
A bill to reauthorize the Integrated Coastal and Ocean Observation System Act of 2009, to clarify the authority of the Administrator of the National Oceanic and Atmospheric Administration with respect to post-storm assessments, and to require the establishment of a National Water Center, and for other purposes.
Summary of Selected Provisions

Both bills

  • Reauthorizes the Integrated Coastal and Ocean Observation System (ICOOS) through fiscal year 2024

Senate bill

  • Defines the scope of ICOOS and recommends its funding grow from $55 million in fiscal year 2020 to $82 million by fiscal year 2024
  • Directs ICOOS to implement a process by which observations are transformed into more easily used information products
  • Directs the National Oceanic and Atmospheric Administration to improve data collection and damage assessments of coastal areas that are struck by “named” storms, such as hurricanes
  • Requires submission of an Ocean Chemistry Coastal Community Vulnerability Assessment to Congress every six years
  • Defines the functions of the National Water Center and recommends funding levels through fiscal year 2024
