House National Security Subcommittee on Military R&D
The authorizing subcommittee in the House for most, if not all, Department of Defense R&D is the House National Security Subcommittee on Military Research and Development. The comparable subcommittee on the Senate side is the Senate Armed Services Subcommittee on Acquisition and Technology (see FYI #67 .) Congress deals primarily with two types of bills, authorization and appropriations. Authorizing legislation gives a federal department or agency permission to spend money and sets policy direction; appropriations provide the actual money.
