The Commerce Department’s new CHIPS R&D Office is preparing to stand up the National Semiconductor Technology Center funded by last year’s CHIPS and Science Act. Complementary initiatives are also underway across several federal agencies.
This month, the National Science Foundation’s new Regional Innovation Engines program issued its first development grants and the Economic Development Administration opened its first call for applications to its new Regional Technology and Innovation Hubs program.
Senate Democrats have announced a legislative push that resuscitates and expands on provisions omitted from last year’s CHIPS and Science Act that address the U.S.–China rivalry. They expect their effort will include proposals for targeted R&D funding and new controls aimed at preventing China from exploiting U.S. technological advances.
The House Science Committee opened the 118th Congress by examining how a national science and technology strategy could help address urgent challenges posed by competition with China and by climate change.

Department of Energy national labs are laying groundwork for a potential multi-billion dollar initiative to develop artificial intelligence tools for scientific and security applications, leveraging its advanced computing capabilities.
Appropriators’ fiscal year 2024 budget proposals for the Department of Energy’s Office of Science fall well short of the Biden administration’s request for a 9% increase. Consequently, a major proposed expansion of fusion R&D programs is unlikely to materialize this year and certain other activities are apt to be squeezed under tight program toplines.
New restrictions on federal spending are likely to constrain the Department of Energy’s emerging efforts to support commercial fusion energy, despite strong political support. Meanwhile, Congress has so far refrained from subjecting construction of the international ITER fusion facility to extensive public scrutiny despite recent turmoil.
