Directed Energy Threat Emergency Response Act
Purpose
To designate an Anomalous Health Incidents Interagency Coordinator to coordinate the interagency investigation of, and response to, suspected attacks presenting as anomalous health incidents, and for other purposes.
Summary of Selected Provisions
  • Requires certain agencies to each designate a senior official to coordinate responses to “anomalous health incidents,” a condition afflicting U.S. diplomatic and intelligence personnel that is suspected to be caused by directed energy attacks
  • Directs the president to designate an interagency coordinator responsible for ensuring necessary information is shared across relevant agencies. The House bill further directs the president to designate a deputy coordinator within the White House Office of Science and Technology Policy
  • Recommends that in fiscal year 2022 the Department of Defense receive $30 million for medical support of military and government employees affected by such incidents and $15 million for investigating their cause
  • Directs agencies to provide their employees with updated guidance on steps to report and mitigate suspected anomalous health incidents
