Fair Trade with China Enforcement Act
Purpose
To safeguard certain technology and intellectual property in the United States from export to or influence by the People's Republic of China and to protect United States industry from unfair competition by the People's Republic of China, and for other purposes.
Summary of Selected Provisions
- Directs the Secretary of Commerce to prohibit the export of “national security sensitive technology or intellectual property” to China
- This category is defined such as to include products in the following industries, among others: quantum computing, high-capacity computing, artificial intelligence, biotechnology, robotics, semiconductor, and lithium battery manufacturing
- Prohibits federal agencies from using telecommunications equipment or services from Chinese companies identified as posing security risks
